The Complainant (LOCOG) is the entity responsible for staging the 2012 London Olympic Games. One of its functions is to protect the London 2012 "brand" in order to ensure that sufficient funding for the Games can be raised from sponsorship, broadcasting rights and the sale of merchandise and tickets. When it discovered that an individual, Mr David Tiley, had registered a dozen domain names that appeared to indicate that Olympic tickets could be obtained through them, it applied under Nominet's dispute resolution service to get them transferred on the basis that they were abusive registrations because they took unfair advantage of LOCOG's rights.

Wilberforce barrister, Anna Carboni, was the independent expert chosen by Nominet to adjudicate on the dispute.
